The present study aims at identifying the concept of Arab National Security with a focus on the different threats facing Arab national security on both the local and international level. The study also investigates and discusses the current state of Arab National Security by creating and setting a module for the development of Arab National Security. The current study adopts the descriptive approach by relying on different periodicals, books, dissertations, and researches. The study is divided into five sections. The first sectiontackles the study approach and problem identification, while the second and the third section define the notion of national security in relation to international relationships theory, definition of Arab National Security and other related definitions like the Social and Martial Security . The second part deals with the concept of security in the theory of international relations and the definition of the national security and some related concepts such as social security and military security. Challenges and confrontations facing Arab National Security after revolutions is what the fourth section deal with. Finally, the fifth section formulates a strategy to confront the challenges facing the Arab National Security.
To sum up, the present study comes up with the following results. Arab national security faces a growing number of internal or local threats, namely: the absence of political stability, food security threats, water problems, weak and low military capabilities and military co-operation of the Arab countries in addition to other international- external- threats, namely; restrictions posed by the United States, declination of the potential of the Arab system in the international scene on the side of Israel, globalization and Arab cultural security threats.
Respectively, the study recommends an intensification of security and military efforts to achieve security as a common interest through exchanging and formulating plans to ensure collective security, developing Arab Armed Forces, setting an Arab plan for manufacturing an Arab weapon and finally developing the educational system.
تهدف هذه الدراسة إلى التعرف على مفاهيم الأمن القومي العربي والمفاهيم المرتبطة به، والتعرف على التهديدات التي تواجه الأمن القومي العربي على المستويين: الداخلي والخارجي، ثم تناقش الدراسة الوضع الراهن للأمن القومي العربي، وأخيرًا تحاول الدراسة وضع نموذج أو إطار للنهوض بالأمن القومي العربي. وتعتمد الدراسة الحالية علي المنهج الوصفي وذلک من خلال مراجعة الأدبيات ذات الصلة بالموضوع من کتب ورسائل علمية ودراسات وأبحاث ودوريات. وتنقسم الدراسة إلى خمسة مباحث؛ يتناول المبحث الأول: الإطار المنهجي للدراسة، تحديًدًا لمشکلة الدراسة ومنهجيتها، ويتناول المبحث الثاني والثالث، تعريفًا لمفهوم الأمن في نظرية العلاقات الدولية، وتعريفًا لمفهوم الأمن القومي وبعض المفهومات المرتبطة به کالأمن الاجتماعي والأمن العسکري. ويناقش المبحث الرابع التحديات والتهديدات التي تواجه الأمن القومي العربي بعد الثورات، وأخيرًا، يحاول المبحث الخامس صياغة استراتيجية لمواجه التحديات التي تواجه الأمن القومي العربي.
وخلصت الدراسة إلى مجموعة من النتائج أهمها: إن الأمن القومي العربي يواجه مجموعة من التهديدات الداخلية أهما: غياب الاستقرار السياسي، وجود مخاطر في مجال الأمن الغذائي، المشاکل المائية، وضعف القدرات العسکرية والتعاون العسکري للدول العربية، ومجموعة من التهديدات الخارجية أهمها: القيود التي تفرضها الولايات المتحدة الأمريکية وتهديداتها، وتراجع إمکانات النظام العربي في النسق الدولي لصالح إسرائيل، العولمة وتهديد الأمن الثقافي العربي.
وانتهت الدراسة إلى تقديم مجموعة من التوصيات أهمها: تکثيف الجهود الأمنية والعسکرية لتحقيق الأمن کمصلحة مشترکة من خلال تبادل وتنسيق الخطط ضمانا للأمن الجماعي، والعمل على تطوير القوات المسلحة العربية، ووضع خطة عربية للقيام بصناعة سلاح عربي، وضرورة تطوير النظام التعليمي.
